Reps. Soto, Ruiz, and Costa Resolution Honoring Football Pioneer Tom Flores
Washington, D.C. – On July 19, 2017, Rep. Darren Soto (FL-09), Rep. Raul Ruiz (CA-36), and Rep. Jim Costa (CA-16) filed a Resolution urging for Tom Flores to be inducted in the Pro Football Hall of Fame. Flores was the first Hispanic quarterback and head coach to win a Super Bowl, a feat he accomplished for two separate teams. Beyond his Super Bowl success, Flores was the first Hispanic manager in the National Football League (NFL).
Flores left professional football with a distinguished coaching record of 97-87, including an impressive playoff record of 8-3 with two Super Bowl victories. He is only one of two people in the NFL to have ever won multiple Super Bowls as a player, assistant coach, and head coach.
For the foregoing reasons, Rep. Soto, Rep. Ruiz, and Rep. Costa filed this Resolution honoring professional football pioneer Tom Flores.

"Tom Flores is one of our San Joaquin Valley all-star sports legends, and deserves to be in the NFL Hall of Fame. He was a successful quarterback and head coach for the Oakland Raiders, and the only Hispanic-American to win two Super Bowl Championships as Head Coach," stated Congressman Jim Costa.
The Resolution, H.Res.461, was filed July 19, 2017, along with 19 other members of the Congressional Hispanic Caucus.
